The Texas Community Development Program
The Regional Services Department assists the Office Of Rural Community Affairs (ORCA) with the implementation of the Texas Community Development Block Grand Program (TXCDBGP) in the SPAG region.  Under the TXCDBGP program, SPAG provides local community development planning as well as grant writing and administration. One of the most important areas of the TXCDBGP is the Community Development Block Grant Program (CDBG).
